A Sovereign Aid Cell (SAC) is a small, locally rooted, voluntarily coordinated node that supports vulnerable people (disabled, elderly, children, veterans, homeless, ill, single parents) and also animals & ecosystems — using Bitcoin (on-chain + Lightning), eCash (Fedimint / Cashu-style), and FOSS comms + logistics, designed for minimal unnecessary identity capture (including KYC), resilience under collapse, and growth of local autonomy / Sovereign Stack.

1. Core Architecture — Three Rings

Ring B — Ops (Fulfilment + Logistics)

4.1 Rail 1 — On-Chain BTC (Treasury)

  • Privacy hygiene: avoid address reuse; separate UTXO pools by purpose; conservative on-chain footprint.

4.2 Rail 2 — Lightning (Ops Cash)

  • Float kept small and swept back regularly to more secure custody.

  • Beneficiary-facing value that feels like cash, avoiding named “accounts”.

  • Chaumian eCash mints (Cashu-style) — simpler single-mint constructs, used as hot cash.

  • Guardian/operator set: socially diverse; not all from same clique/household/org; at least some guardians not front-line ops volunteers.
  • Caps & hot-only rule: max balances; time-boxed voucher validity.
  • Monitoring & debasement risk: track minted vs backing; mismatch treated as emergency.
  • Downtime & failure paths: fallback to direct vendor payment or physical kits.
  • Rotation & review: periodic review/rotation of guardians.

5. Donation Intake & BTC Acquisition

5.1 Intake

  • Primary: self-hosted Bitcoin payment stack (e.g., BTCPay or equivalent FOSS server), non-custodial, self-hosted, supports on-chain + Lightning, can run over Tor.
  • Amplification (optional): public crowdfunding platforms only as signal amplifiers; fiat bridges compartmentalized as identity-risky.

5.2 BTC Acquisition (Minimizing Unnecessary Identity Capture)

  • P2P exchange networks (meetups, trusted networks).
  • Protocols/platforms designed around no central accounts, minimized data, heavy Tor usage.
  • Assumption: local law applies; design for minimal data, not “zero law.”

6. Communications Stack & Culture of Discretion

6.1 Layers

  • Public broadcast: Nostr-like feeds for calls for support, general updates, aggregated proofs.
  • High-risk internal ops: P2P/offline-capable messengers for NT/FT assignment, routing, live coordination.
  • Mesh / degraded mode: LoRa or similar mesh radios for short messages when networks are down; encrypted payloads but traffic patterns leak.
  • Federated chat (optional): self-hosted short-lived rooms; never the only ops channel.

6.2 Device Profiles

  1. Public (Ring A): intake + public comms. Rules: no auto-photo backup; separate browser/profile for SAC tasks.
  2. Ops (Ring B): FT management + internal comms. Rules: full-disk encryption; no biometric unlock for high-risk roles; only necessary apps; short-lived message retention.
  3. Treasury (Ring C): keys/signing only. Rules: separate from daily devices; no general chat/browsing; hardware signing separation where possible; airgap/hardened posture if feasible.

6.3 Culture of Discretion

  • No posting recipient stories/photos on personal social media.
  • No cross-posting internal chats/screenshots outside SAC channels.
  • No dumping internal logs/NT/FT/OP content into third-party AI/“assistant” tools.
  • Public stories must be consented, de-identified, vetted for reversibility risk.

7. Low-Tech / No-Device Paths

7.1 Device Profile at Intake

8. Safeguarding & Abuse Prevention

8.1 No-Solo Rules (High-Risk Contexts)

  • First-time in-home visits: 2 volunteers or 1 volunteer + trusted third party present.
  • High-risk cases (domestic violence, severe mental health, minors): stricter protocols; avoid recurring unsupervised private interactions.

8.2 Scope of Responsibility

  • Do: material aid, logistics, referrals.
  • Do not: act as therapists, act as guardians, mediate abuse/violence directly.

  • Onboard via existing trusted nodes or low-risk roles first.
  • Prohibit romantic/sexual relationships formed via SAC with recipients.
  • Prohibit quid-pro-quo (“do X for me and you’ll get more aid”).

8.4 Escalation Map

  • Define when/how to contact emergency services, engage medical/mental health professionals, step back to avoid escalating harm.

9. Equity & Sovereignty — Guardrails

9.1 Two Axes

  • Practical autonomy: increasing options / reducing coercion.
  • Contextual vulnerability: permanent impairment, structural barriers.

9.2 Baseline “Floor”

  • Reserve a fixed portion of capacity for permanently impaired, terminally ill, structurally stuck individuals, regardless of node activation potential.

  • autonomy_delta and node_activation_flag used for strategy/learning; never used to reduce aid to low-upgrade people.

10. Reputation, Identity & Anti-Astroturfing

10.1 Cryptographic Cell Identity

  • Each SAC has a public key representing the cell.
  • Used to sign: charter, periodic reports, autopsy/fork/death notes.

10.2 Open, Decentralized “Registry”

  • Public index (Nostr-based or similar) listing pubkeys + remits linking to public docs.
  • Not a central authority — just an index.

11. Misuse & Black-Swan Firewall

11.1 Organizational Triage

  • If requests cluster via cartel-like groups, armed factions, abusive cults/political sects:
  • Avoid treating the group as the “client”. Serve individuals directly (tokens/distribution points) rather than channeling through gatekeepers.

  • Destroy keys, non-required logs, internal NT/FT mappings.
  • Legacy = patterns and knowledge, not persistent identity graphs.

15. Inter-Cell Protocol & R&D

15.1 Peer Cells, Not Branches

  • No central org.
  • Cells share standards/patterns, not databases.

15.2 Support Grant Tickets

  • A cell can issue a Support Grant to another with amount cap, purpose, time window, expected proof format (aggregated only).

15.3 Experiments & Kill-Switches

  • New patterns introduced as experiments with exp_id, risk class, caps, expiry.
  • If metrics regress (safety/autonomy/equity): experiment auto-ends; autopsy recorded.

  1. Single Compromise Test: loss of any one device reveals only short-lived partial task info — never full donor ↔ recipient mapping.
  2. Outage Test: 72h internet loss — still receive needs (in person/mesh), fulfill some tasks, coordinate minimally offline/mesh.
  3. eCash Failure Test: mint/federation fails/compromised — beneficiaries still receive aid via vendor payment, physical kits, alternative rails.
  4. Equity Test: vulnerable/low-upgrade served; node activation metrics not used to starve those who can’t become nodes.
